EdPA department and University resources for visiting scholars
Each year the Department of Educational Policy and Administration
hosts a limited number of visiting scholars. We believe that a match
of interests between visiting scholars and the department contributes
to the richness of the experience for visiting scholars and provides
valuable contributions to the intellectual life of the department.
The application information contained an outline of the limited
rights and privileges of a visiting scholar. This document provides
additional information about available resources and how to access
those resources.
Visiting scholars

are designated as visiting research associates
(without salary) for up to one year; title is for internal Human
Resources Office use only (to obtain appropriate a University
Identification Card, etc.). The visiting scholar should not
use the term for other purposes.

have a courtesy designation that does not signify
a formal association, e.g., visiting scholars may not claim
a University affiliation for the purpose of applying for grants/contracts,
and should not represent themselves in their publications as
having a University affiliation. During the time here, any correspondence
or use of business cards should indicate the “visiting scholar”
status.

receive a University Identification Card and
computer account upon payment of fees

Note: Budget and staffing limitations prevent access to
the following services: copying of over ten pages on department
machines, long distance telephone calls, and secretarial or graduate
student assistance. Personal assistance in locating housing or placing
children in area schools may be provided by the host/faculty associate,
depending on his/her availability at the time of arrival.
Accessing resources and facilities for visiting scholars in
EdPA
Before arriving. For questions about visas and appropriate
procedures, including SEVIS, please contact the International Student
and Scholar Service Office at

Department faculty and staff cannot provide this type of information.
The Web site has valuable information about how to complete the
appropriate forms, frequently asked questions (F.A.Q) and administrative
costs.
Visiting scholars may want to make contact with organizations
of their country in the Minnesota area. The International Institute
in Minnesota provides an online Minnesota Ethnic Resources Directory;
this directory can be searched for such organizations. To conduct
the search, use the following route:
www.iimn.org, select “Minnesota
Ethnic Resources Directory”, select “Search the Data base”, and
scan to the bottom of the screen to “Ethnicity” and select the applicable
ethnicity from the list.
Arrival. The department faculty associate or designee
will meet the arriving visiting scholar at the airport or other
point of arrival.
Documents. The international visiting scholar must go
to the International Student and Scholar Service Office (ISSS) immediately
upon arrival for processing of documents. The Office is located
in 190 HHH Ctr. on the west bank (612-626-7100,
www.isss.umn.edu).
Housing. After visiting the ISSS office, visiting scholars
should go immediately to the housing office to begin their housing
search. There is no on-campus housing for visiting scholars; off-campus
housing is very tight and is best secured several weeks in advance
of the beginning of classes each semester. The Housing Office provides
lists of available apartments (http://www.housing.umn.edu/offcampus/).
Visiting scholars might consider housing in the St. Paul area near
the St. Paul campus; a free campus bus provides transportation between
the St. Paul and the Minneapolis campus (location of EdPA).
Department paperwork. Paperwork needs to be completed
at the department office in order to gain access to the University
computer system and to obtain a University Identification Card (necessary
for library use, access to computer system, etc.). Visiting scholars
should contact the department manager in 330b Wulling Hall to complete
the paperwork.
The processing of ISSS documents prior to the visitor’s arrival
involves administrative fees charged to the department. Visiting
scholars are expected to refund the department for those fees upon
arrival; the EdPA Department Manager will have a record of the fees
incurred by the department.
Short visit. If the visiting scholar will be staying less
than a month, there is not adequate time to obtain a University
Identification Card. Instead, obtain a letter from the department
that will provide access to the libraries, computer labs, etc. To
obtain access to e-mail, the visiting scholar must complete a “Departmentally
Sponsored E-Mail Account” for which the scholar reimburses the department.
Department Office: Hours of the departmental office located
in 330 Wulling Hall are 7:45 a.m.-4:30 p.m. Monday through Friday.
Visiting Scholar Office: Visiting scholars will be assigned
an office (if available) in Wulling Hall that is generally shared
with 1-2 other scholars. Each office has two desks, a computer table
with computer and printer, and a filing cabinet.
Keys: Keys will be provided for the office, and if requested,
for the building. A cash deposit is required for both keys. No keys
will be available to the departmental office in 330 Wulling Hall.
Keys must be returned before leaving the institution. Doors unlock
when the key is turned one way and lock again when turning the key
back the other way. Please double-check to make sure you lock the
door if you are the last one out at night. Campus security will
issue citations when finding doors unlocked. Unlocked doors represent
a personal as well as a property risk; equipment has been stolen
when doors were left unlocked.
Mailbox: Individual mail boxes are assigned to visiting
scholars (space permitting) in 330 Wulling Hall. The mailboxes are
located to the right as you enter the department office door and
are arranged in alphabetical order.
Telephone: Each office is equipped with a telephone that
has voice mail. Voice mail may be accessed on campus (dial *5) or
off campus with the touch tone phone (dial 612-626-0000). On-campus
calls can be made by dialing the last 5 digits of the phone number
(dial “8” to reach an off-campus phone line). Phone books are located
in each office. A current list of EdPA staff (with phone numbers,
e-mail addresses, etc.) is available from staff in 330 Wulling Hall.
Long distance calls cannot be made on the office telephones.
Computer: Each office is equipped with a computer and
printer. Contact the department’s tech coordinator in 330d Wulling
Hall to set up passwords on the computer. The tech coordinator needs
to be contacted before any changes can be made to the hardware or
software or any software installed on the computer. The visiting
scholar must own any software installed on the computer.
Copying: Copying and printing down-loaded information
from the computer may be done in the libraries using a copy card
that can be purchased at the libraries. The printers in the offices
are not designed for high use. Limited copies (up to ten pages,
when necessary) may be made on the copy machine in 330 Wulling Hall.
Because of the heavy use of the machine and the limitations of budget,
only a few pages can be printed out on that machine.
Access to computer labs. Visiting scholars may obtain
access to University public computer labs to print large quantities
of files but must pay a fee and have a U-Card. Fees must be paid
each semester; in addition, there is a charge for printing. Locations
of public computer labs are at <www.umn.edu/adcs/>.
Fax: Limited fax access for incoming and outgoing faxes
is available in the department office. Only the office staff in
330 Wulling Hall sends faxes. If you want a fax sent, complete a
special cover sheet form that is available in 330b Wulling Hall
on top of the file immediately inside the door. Place the completed
coversheet or post-it and the material to be faxed in the box on
top of the same file. After it has been faxed, the document will
be placed in the mailbox of the person from whom it has been sent.
If you are expecting a fax, please notify the sender that your name
should be on the first sheet.
Digital sender: Full access is available free of charge
to this machine, which scans text and converts it into an electronic
format to be sent as an e-mail message.
Office supplies: Visiting scholars are responsible for
purchasing the materials and supplies needed while at the University.
Supplies can be purchased in the University bookstore located in
the basement of Coffman Memorial Union on the east bank.
Coffee/Microwave: Visiting scholars may use the prepared
coffee and the facilities in the kitchenette in 330 Wulling Hall
but are expected to follow office procedure and contribute to the
expenses of providing coffee. Contributions can be given to the
office manager in 330b Wulling Hall.
Security: During office hours, please do not leave valuable
objects in view (locking purses in file drawers is the best policy).
Many people come through the building and the security of personal
possessions is at risk. If you have a key to the building, do not
allow another person to enter with you when coming in the locked
building after hours.
Intellectual property: Visiting scholars will be expected
to sign an intellectual property agreement that recognizes the University’s
right to ownership of research work completed in collaboration with
University faculty.
Professional cards: If professional cards are desired,
visiting scholars may purchase them through the University Printing
Services or commercial duplication businesses in the area such as
Kinko’s that provide examples and assistance in design. Any affiliation
with the University should indicate “Visiting Scholar”.
