IV-E Scholarship Information

CASCW administers the Title IV-E MSW Scholarship program. We provide a source of educational funding to newly admitted or returning MSW students who demonstrate commitment to the field of public child welfare. All applicants must hold U.S. citizenship or permanent resident status. Full- or part-time students within any of the MSW program's concentrations or site locations are eligible to apply.

What is Title IV-E or "public" child welfare?

Federal Title IV-E funds subsidize child welfare services to keep children in their families when possible, provide permanency planning services, or out-of-home placement. Public child welfare services are those provided by state or county child protection, foster care, adoption and family services agencies. By providing Title IV-E educational support to MSW students, CASCW seeks to improve the quality of public child welfare services.

What are the obligations to the MSW Title IV-E Scholarship?

If selected for Title IV-E support, MSW students must:

  • comply with MSW programmatic policies
  • have at least one field placement in a county or state child welfare unit
  • follow CASCW's child welfare-specific curriculum requirements
  • attend CASCW meetings and seminars
  • seek and accept post-graduate employment in a public child welfare setting for a period relative to the length of Title IV-E support
  • understand that failure to graduate does not waive the obligation for public child welfare employment
  • repay Title IV-E funds, if the public child welfare employment obligation is not fulfilled.

How do I apply for the MSW Title IV-E Scholarship?

Incoming MSW students will be notified of educational funds at the time of admission. Information on the MSW Title IV-E Scholarship and application process will be included. Returning MSW students will receive similar information. The Title IV-E application generally consists of a series of short essays that seek to evaluate each applicant's commitment to public child welfare employment and culturally sensitive practice. The application deadline is usually late March, with notification of awards in May.

How much funding does the Title IV-E Scholarship provide?

Financial support varies each year, depending upon CASCW's access to federal matching funds. The scholarship is also prorated according to a student's credit load each semester. Scholarship awards are contingent upon the Center's receipt of Title IV-E funding. The Title IV-E budget and University educational costs for 2008-09 are not known at this time.

The application packets are PDF documents and contain all instructions and application forms. The application form is designed to be completed online, printed, and submitted as hard copy. You may also print the form and complete it by typewriter. You will not be able to save the form after you have filled it online. You will need to print at that time.

Please note: When submitting your application for the Title IV-E Scholarship, or other types of aid available from the School of Social Work, make sure that you also provide the School's Student Services Office with a 2008-09 SSW Student Financial Aid Application Form.
