Portland Early Reading First Project

CEED Conducting External Evaluation of the
Early Reading First program in Portland, OR Public Schools

 

Project Description

Portland Public Schools (PPS) received funding from the U.S. Department of Education to create an Early Reading First (ERF) program. This grant supports the creation of preschool classrooms that serve children age 3 continuing to kindergarten enrollment in a full-day early childhood early intervention program, designed specifically to promote improved language and literacy outcomes. Portland Public Schools has contracted CEED to conduct an external evaluation of the ERF Program.

Evaluation Services:

  • Assist Portland Public Schools personnel and partners in assessing and planning revisions in assessment practices.
  • Review and if necessary revise a final external evaluation plan.
  • Coordinate receipt of evaluation data from Portland Public Schools and develop data analysis and reporting protocol.
  • Coordinate with ongoing professional development and continuous progress monitoring elements of overall project.
  • Prepare interim report of child and program performance measures for Continuation Grant to U.S. Department of Education.
  • Consult with Early Reading First staff in Portland Public Schools and partner organizations regarding data collection, data utilization, and related topics for the overall project.
  • On-site visits, as needed, for training, consultation, and planning.

Scott McConnell, Ph.D., is serving as the external evaluator who assists Portand Public Schools personnel and partners in assessing and planning revisions in assessment practices, as well as review, and if needed revise, a final external evaluation plan. CEED also coordinates receipt of evaluation data and develops data analysis and reporting protocol, as well as consults with Early Reading First staff in Portland and partner organizations regarding data collection, data utilization, and related topics. Jackie Roverud is the graduate research assistant on this project.
