How to apply to degree programs

Requirements for admission to programs vary depending on the type of degree you are seeking.

M.A. and Ph.D. programs

Students must complete two application forms: the Graduate School application form and the department application form.

Department application form

Application forms for programs offered by Educational Policy and Administration (EdPA) may be obtained by writing to the department office at:

You may also request the departmental form by calling the department office at 612-624-1006, or email Dick Nunneley at nunne001@umn.edu. Or, download an Adobe PDF copy of the application, complete and return via U.S. Post to the address above.

Please specify which degree objective (M.A. or Ph.D.) and the program area in which you are interested:

  • comparative and international development education (CIDE),
  • educational administration (EdAd),
  • evaluation studies (ES), or
  • higher education (HiEd).

The department application form, including three brief essays, two letters of reference, and Graduate Record Examination (GRE) scores (if required), must be received by the department prior to admission review. Applicants must provide verification of GRE scores; if official GRE scores are unavailable, a photocopy of the examinees scores is acceptable. For international students applying for master's programs, the TOEFL or IELTS will be accepted instead of GRE.

Graduate School application form

The Graduate School application should be completed online if possible. If you cannot apply online due to limitations of your computer or lack of a credit card, please e-mail nunne001@umn.edu and we will send you a hard copy of the Graduate School application.

All applications for admission, except those for the CIDE Ph.D., are reviewed on a monthly basis. CIDE Ph.D. applications are reviewed on January 15 and April 15. Materials that must be received by the Graduate School include the Graduate School application form completed online, the application fee submitted online, and undergraduate and graduate transcripts. If you previously earned a degree through the Graduate School here at the University of Minnesota, complete a Change of Status/Readmission Form instead of a graduate school application form.

University Counseling and Consulting Services' Testing Center
Their Computer-Based Testing (CBT) Center administers the GRE General and Writing Tests, and the TOEFL.

Test of English as a Foreign Language (TOEFL)
For information about the TOEFL, refer to TOEFL Online or write TOEFL, Box 899, Princeton, NJ 08541 USA. If you will be taking a paper-based TOEFL test please bear in mind that test scores will be mailed out 4-6 weeks after you take the test, and plan accordingly.

International English Language Testing System (IELTS)
You may obtain information about IELTS at the IELTS Web site or by writing to Cambridge Examinations and IELTS International, 100 East Corson St., Suite 200, Pasadena, CA 91103, USA.

International Student & Scholar Services (ISSS)
ISSS offers personal and academic advising, immigration and visa regulation advising, and intercultural training to students, staff, and faculty. ISSS also coordinates support groups and other activities for University of Minnesota international students.

Ed.D. and M.Ed. programs

Cohort programs (Ed.D. and M.Ed.) have different application forms and deadlines. Contact Dick Nunneley at nunne001@umn.edu for further information.
