Annual Performance Reports (APR) - Introduction
States and other educational entities* receiving Part B
funding under the Individuals with Disabilities Education Act
(IDEA) submit their Annual Performance Reports (APRs) to the
U.S. Secretary of Education. These reports contain information
on a variety of indicators, including assessment participation
and performance results for state assessments. The state
assessment data on this Web site were submitted by states in
their Annual Performance Reports, and then summarized using a
common approach to construct numerators and denominators for
determining percentages.
The print versions of the APR reports are available on the NCEO
Web site.
The National Center on Educational Outcomes (NCEO) also
regularly analyzes assessment information that is publicly
reported by states on their Web sites.
Summaries of this information are available. The most recent
reports are Technical
Reports 43 (2003-2004),
Technical Report 40
(2002-2003), and
Technical Report 39 (2001-2002).
The assessment information included in the Annual Performance
Reports of regular states and unique states (see below for a
list of unique states) is provided in two sections:
- Participation in State Assessments
- Performance on State Assessments
*Other Educational Entities are sometimes
referred to as "Unique States" and receive funding from the U.S.
Department of Education to support special education services.
The entities are: American Samoa (AS), Bureau of Indian Affairs
(BIA), Commonwealth of the Northern Mariana Islands (CNMI),
Department of Defense (DODEA), District of Columbia (DC),
Federated States of Micronesia (FSM), Guam (GU), Palau, Puerto
Rico (PR), Republic of the Marshall Islands (RMI), Virgin
Islands (VI).
